Are the receiver screws tight? The high desert can dry things out. If that is of no help, shims or glass-bedding will be required to achieve bearing surfaces between the stock and receiver.

Proper fit of stock is number one. When kids were starting, purchased Outer's Youth model synthetic stock and dropped in Ruger M77 in 7x57. Recoil is best managed by proper stock fit.
