I think I figured it out. I grabbed a cartridge that wasn't sized properly when I made the dummy. I FL sized it and it chambered properly. The boolit never touched the rifiling.

Yes it is a slip in, with a barrel nut. I can pull the liner out and drop a shell in and go.
