I've had the same small old american paper cutter I bought at a flea market for years and it gets used everyday.

I just use a paper cutter, and make a guide for each caliber (for strip width) with a line drawn on it. I use a piece of aluminum plate, but you could use anything stiff enough to hold on the right...
