For black powder, no, a base wad doesn't seem to be required.
For smokeless powder, a base wad seems to make a difference. My bloopers went away at lower loading levels.

Yup. That's exactly what I did. Select low(er) pressure loads, reduce by 10%, and work up to 1,100 to 1,200 fps over the chrono.

The closest I've come is a CBC reloading brochure from Brazil. CBC powder in brass hulls. No idea what the equivalent powder here is, and I don't read Portuguese.
