The driving band section will bump up to fit the bore, but the nose portion will still be out of round in relation to the driving bands. The bullet will be a camshaft.

0.003" is a lot out of round. The .402 sizer will not help.

Had a mold with that was out of round - One of the pins was out too far and wouldn't let the mold close tight

With that same bullet, I found that 30-1 shoots better than 20-1.
40-43 gr of Swiss 1-1/2Fg. Depending on lot of powder.
