Loctite Extend is great stuff as well. It will convert the rust into a coating. I've used it on all sorts of stuff and it flat works.

Update again.....I put some case lube on my fingers and rolled the edge of the primer around and they seat like you'd expect a primer to seat. I think there is a micro burr around the bottom edge...
