Seems like a lot of trouble if you want a bolt 30/30. Why dont you just get a .308. Cast loads are at 30/30 ballistics.

It makes a big difference and even more than that during the winter. Wind shield also makes a huge difference in the cooler weather.

My range has clay berms. If I didn't wash it I would have to heat up a lot of dirt. I think it saves time and propane to wash it. It has a lot to do with what your berm consist of.

I would find an old grill propane tank and cut it into. You can smelt a little or a lot. Someone on here sells them already converted if you don't have the tools to do it. A machine shop would do it...
