Fill your jacket with shot, point form it and fill the space with marine epoxy and let dry. It's worked well for me. Hope it does for you.

I use 1 # beewax, 1# citronella candle and 2 tablespoons shortening. The type of candle that has about 5% citronella seems best. I use it for black powder and handgun loads as well as lubing wads.

Here's another recipe that some may want to play with:
