I need a recommendation for a good stock and buffer. The stock needs to be adjustable. The upper will be a flat top, so the gun will be scoped.

I've really been happy with the newer magpul stock and buffer on the last 3 I've built, haven't done one with houge yet but love their new AK stocks and forearm! Also I think the new UTG stock and buffer set is a very under rated deal, the stock shape/cheek weld area is a great design, my brother and wife just put these on their Christmas ARs cause they got a good deal and I really like them as well!
Magpul ctr stock. It has a 2nd lock that takes most of the wobble out of it and there are snap on risers for them starting at 1/4". They make them in many colors for Milspec buffer tubes and I believe only black in commercial. For the actual buffer I've always just used a standard buffer unless it is in 9mm.

The Battlelink Minimalist I put on my SBR was pretty nice. As far as a buffer the last one I bought was a DSG Mil-Spec Stock Hardware Kit and I was impressed with it.
For a scoped AR the Magpul UBR or PRS stock would be good choices.(though not the lightest or cheapest stocks out there) Buffer depends on which stock you choose. For instance the UBR uses a carbine buffer and the PRS uses a rifle buffer. Weight of buffer depends on the caliber. For .223 or 5.56 carbine buffer and H or H2 buffer usually works well on carbine or mid length gas systems. If you don't want to spend as much as the Magpuls listed I would get a B5 Enhanced Sopmod or B5 Bravo stock. For an adjustable carbine stock (excluding UBR) I much prefer th eB5 stocks over Magpuls, and I have both.

Mako GL-Shock for the stock. You really don't need the recoil reduction with 223/5.56, but it also reduces muzzle climb. I used one on my first build because I wanted my kids (10 & 12 at the time) to like shooting it, too. They both did. I used a standard buffer. I put one on my 6.8, too.
You said adjustable but is that tweakable or collapsing (carbine style)? Forget which Magpul I have on the BO & 308, but the bottom of the stock is thin, short and doesn't fit a rabbit ear bag very well. The fully adjustable (target style) is thicker on the bottom.
