4756 substitute ?
I have used 4756 for years based on a series in Double Gun Journal that buried the damascus barrel myth.
Easy to develop 10 and 12 gauge loads with pressure curves and pressures lower that black powder loads.
Just scored a minty 1894 Remington 12 gauge that I loaded up a box of 7/8 oz loads to try at trap after the eclipse weekend is over.
Unlike a handgun I use 25 gr for each shell, so the 2 pounds I have left will soon be gone.
Looking through powder references for shotguns it look like Blue Dot, Clays Dot will load with 7000 PSI or less.
Your Thoughts. (Please don't go off on damascus guns unless you can refute Dr. Bells exhaustive tests in DGJ !!)

I would say to use some of the slower powders like:
Alliant Herco
Alliant Pro-Reach
Alliant Steel
Hodgdon HS6
Hodgdon 800-X
Hodgdon Longshot
Winchester 572
These are all I can think of at the moment.. There might be a few more in that burn range I can't recall at the moment.

I don’t know about using it in Damascus that’s on you I went to blue dot. In mag 10 and 12 tloads

Herco would be my guess. Bluedot, 800x, longshot doesn't burn clean loaded light. Dunno about proreach or steel or claydot
