Are you going for subsonic loads with the 200 grain bullet? Bolt action or semi-auto?
Most subsonic loads are at the very bottom end of the load data and there'a a balancing act between cycling the gun and going supersonic.
The lighter bullets are very short and might have feeding issues. 125 grain data is a useful reference for 115 grain bullets. Actual load development will depend on your goals and what type of gun being used. A bolt action will be much easier to work with.
from hodgdon reloading site, 9 gr. of 296/110, 4227 or cfeblk(1680) will do. 9gr 2400 works too.
