What is this? 28 Gauge Die?

I have seen some whiz bang gadgets in my time, but this one is pretty neat...or at least I think it is. It looks like a 28 gauge all in one reloading die. A 28 gauge shotshell fits perfectly. The decapping portion of the die can be backed completely out (or I am assuming just enough to be out of the way) and that leaves a rounded area that I figure is used to crimp the top of the shell. Of course, I may be completely wrong.:veryconfu
