I came across these as I was scrounging brass on a LEO range.
The long one is 223 when collapsed, the other is 9mm (I collapsed it and can't get it to slide back open.

Auxilary cartridges, sub-caliber adapters I think. To shoot 22 LR in a 223. Or shoot 9mm in 38 Special, just guessing
They're Simunition cases.
As others have stated, they're simulation rounds. They usually shoot out "paintballs" not really spherical though.
