Yeah, looks like it could be used for cutting cores. Bolt it to the side of a bench with the three holes in a triangle. Then adjust the bolt for the length of cut desired. With the handle in the upwards position, insert the lead wire, and then press down on the handle to cut the core....
Positive ID: core cutter. I have its twin with my swaging equipment.
It is a core cutter. I sold one last spring. I think the one I had was made by C&H.

Once upon a time they did, indeed. My 45 swage dies are some early Corbins. My 38 dies are Herters.
