The best paper for wetpack testing is newsprint & phone books. Slick papers, magazines & bond, dont' absorb water the same way. You'll need at least 12" of wetpack to stop most handgun JHP/LHP. For rifles or solid lead handguns, 24" is a realistic min. SOlids from rifles won't stop in 36", just keep going.

Depends on the gun and boolit. I need at least 40" and 6' is better. Takes days to soak all of it.

A medium I have used which seems to come close to flesh is water logged furniture padding - the grey wool stuff that comes in thick sheets or rolls. The water logging was for consistency. It's easier to use by filling a steel tube with the stuff and shooting straight down although I suppose the water would not flow out if laid horizontal.

I hope you are either real strong, or can drive right up to the berm, because 2 feet of fully saturated phone books weighs a LOT.

Yes it does. I put wet phone books into plastic & then stack them in copy paper boxes, fits perfectly. That's 18" deep, stack two together for rifle testing or solid lead bullets in handguns.

I'm lucky, I use containers at the barn and the hose to soak. Then I put up a board to stack the books on right next to the barn, shoot in the yard.
When done I back the truck to the paper, put it all in plastic bags and haul it all to the paper mill.
