Of course there is. The paste is valve grinding compound, available at any large auto parts store. Plain old sand paper works, too. Here is a tutorial on how it's done by our own black magic machinist, Buckshot:

If you're going to use the valve grinding compound, the lazy man's way would be to simply coat bullets with the grinding compound and run them through the sizer until you get the growth you want...
