Speer 11th addition, page 405. Starting load for a 158 grain lead SWC is 4.5 grains of 700X in Speer .357 brass giving 904 fps.

Using Speer .38 special cases they pushed the same bullet to 801 fps with 3.8 grains of bullseye (page 400). You can substitute bullseye data for a STARTING load in most cases.

They caution though about trying to make loads lighter than the minimum listed. They're afraid a bullet might stop inside the barrel.

I load 38 spec 148 gr with 2.8 gr of 700X.that is a standard target load.I do not use jackets in pistols,I see no reason to.

I've used 700x in .45 ACP, and it's a lot cleaner than Bullseye.

However, there is only 0.3gr between Hodgdon's suggested starting and max loads in .38 Special, which is what cartridge you'd need to shoot to get that low of a velocity. Trying to meter loads that tight is going to be problematic.

I suggest that instead of 700x, you look at Hodgdon's Universal powder. It's bulkier than 700x, and there is a full grain between the suggested starting load and maximum.

Go to Hodgdon's website, and download their Basic Manual; it's an Adobe .PDF 15mb in size.
They have Cowboy Action data for .38 Special, .357 Magnum and many other cartridges.

However, the closest published loads for your boolit and desired velocity are in .38 Special.
3.5gr Universal will get you around 756fps with a 158gr boolit.
"Trail Boss" is listed at velocities down to 661fps, but I have no familiarity with it.

5 grs. will do what ever you want , burn nice & clean plus keep the cases from sootin up .
below 4.0 grs & pressure drops qwik .

this is using std primers & 357 cases lees 158rnfp boolit .
