The 95 in 30 US I just got is virtually void of blue from muzzle to forend. Well about half is void and where its left it appears streaked. Is that normal? I almost think someone tried a rust remove etc with a liquid. However there is no pitting. I'm confused,,,HELP. The bottom pic is near forend the top is further out. If I'da taken another it woulda been just gleem. I understand scabbord wear etc, but in a streking droplet like appearance. Do I keep or $ back.

Well,
As long as the bore is good, the action tight and headspace good... etc., I think the outside metal is secondary. Certain years of Winchesters did show extensive bluing loss with changes to metal alloy and treatment, usually of the receivers though. What is not normal is the barrel splotchiness(?). Almost looks like it had silvered all the way to bare or someone tried to strip the old bluing then tried to re-blue with something like a cold blue without cleaning and reading directions. The cold blues will never do what the correctly applied "hot" blues will do.

The only other similar looking barrels I can think of were the very few (rare) old stainless barrels that were simply coated ("Japan" finish). They can show that type blotchiness and flaking.

More commonly- I've seen certain years of untouched old Winchesters with what is called receiver "flaking". Usually the barrels, magazine tubes, other metal won't suffer such loss.
