I think that was made for doing bearings, at least that is what the local windmill repair guy uses.

KCSO, I do believe you are correct. I remember my great uncle, a master tool maker, describing one like it when I asked him about babbit bearings. Something like "...imagine a plumber's ladle with a retractable pin over a hole in the center to get it into the small top holes..." That looks to be what he was talking about. I love weird old tools, and even more when I can figure out what the hell they were used for.
