Precision shooter magazine

Got a box full of Precision shooter magazines.
While doing an inventory, I noticed the volume/issue is not consistent.
For example, in 1998, the volume has 4, 45, 46. The issue seems out of sequence to.
It there a reason for this????
Special issue?????
Makes it hard to keep them in order.
Should it just go by the month?????

Used to get both Precision Shooter and Accurate Rifle. Editor/owner changed printers a few times I used to get both. Maybe that could account for the numbers not running in sequence. Frank
