Does the same rule, one thousandth to 3 thousands over bore rule diameter hold true for micro groove barrels? It seems there is a lot less groove for the boolit to obturate into.

What do others think?

In my experience yes 1 to 2 thousandths over actual bore size not nominal. The bores are usually over nominal bore size.

Your thinking is correct Sir! There is a saying been floating around here for years "FIT IS KING". General rule, yes, maybe fit before obturate. And check under sight dovetail cuts for tight spots, I think they use to race to see who could cut them the fastest.

Also check under the roll marks (the logo and/or chunk of words printed on the barrel). Also if it's a 44 or 444 keep in mind the SAAMI spec is NOT the same 0.429" as handgun 44's.
