Does convection oven toaster fan need to be wired to stay on with a PID controller

I am using a PID controller with my convection toaster oven to maintain a consistent 400° temperature. The PID controller cycles the power to the toaster oven on and off about every second or less to maintain temperature.

I’m wondering if the fan is operating enough to make a difference, or if I should wire it to stay on constantly.

It would be better to have the fan running full time. Once the oven is up to temperature the heating element might be on for 10-15% of the time. Temperature will be more stable if the air flow is continuous.
