paper patching for smokeless powder

hello i have a m91/30 mosin nagant that slugs to .314 and i am wondering if paper patching allows me to use a .311 or .312 bullet

Short answer is no. The bullet needs to be land/bore diameter (or .001 or .002" over) and the patched bullet groove dia. (.314" in your case). Welcome to the madness and check out the paper-patched boolit info a little farther down the contents page.
