Another one of those nightmares if the guy at the counter wants to be an AH. Took two days but here's the solution:
Less than 66# and under .50 caliber using ground transportation. Do not ship ammo with a firearm.
Mark packages:
Cartridges, Small Arms
and under that inside a 3 x 5" rectangle ORM-D
It does not have to be exactly 3 x 5 and you do not need the blue ORM-D label.
The marking must be legible and stand out - black Magic Marker on the brown cardboard box is just fine.
Note: If shipping to Alaska or Canada you have to have a Haz-Mat contract. I didn't face that problem and didn't ask about Hawaii (air shipment).
Finally, and this is the most important part if you have someone who's "Been with UPS for 28 years" and knows it all while refusing to accept the shipment:
UPS Haz-Mat Support Center 1 800 554-9964.
They answer the phone quickly, just press 1 for "Small Package Shipment".
Suggest that the clerk call - if they refuse call while you're standing right there.
