Looking for some information regarding muzzle loaders and Federal SBR regulations
Specifically --- does putting a full length buttstock on a single shot break action muzzle loader pistol with a barrel length of 13 to 14 inches fall into the SBR class requiring a permit and tax stamp?
Thanks for any help you can offer.

Muzzleloaders do not use fixed ammo, so therefore do not fall under any NFA restrictions as per the feds. Now I can't speak for any State restrictions, but wouldn't think they would there either. I know they don't in Texas.

I think it is Pedersoli that markets the "Confederate Cavalry" double-barrel shotgun. it has either 12 or 14 inch barrels. Cabelas occasionally has them on sale.

I think the "Howdah" style double barreled pistol is sweet.

However if it is a cartridge conversion you are in the ATFE area of making a SB rifle or Shotgun. In another word if you had to buy it on a 4473 form as a modern firearm you will be making an unregistered firearm.

Depends on what the guns frame is considered. Get that figured out before cutting anything down. Unless you want prison or your life ruined.

I do not see enough information in the post to determine an answer.

if there's no way to convert the barrel to fire a cartridge you will be alright with it unless there is some quirky law against it where you live.
