Is there a solvent that makes caked on burnt carbon soft and removeable with a steam cleaner?
I got this project, and being that Trichlorethalene is no longer availabe, I am stumped.
Any suggestions?

Not a solvent, but "Easy Off" oven cleaner works wonders. It'll dissolve just about any carbon or baked on grease and oil, works wonders on engine blocks and heads.

Just don't use it any non-ferrous materials, especially aluminum.

Ford / Motorcraft Tune Up Cleaner. works good on gunk and carbon.

I am l limited in the muscle power as the carbon is behind a diamond. I resized a ring, and there was some skin cells on the culette of the stone. I had to keep the heat on as the repair joint was and hard one and the heat built up. I have to soak to remove the carbon. I am hoping I can reflux and reheat to float the carbon off. I will try brake cleaner though.
I appreciate the feedback on this.
It was one of those repair that is near impossible, and the inevitable happened. Usually it falls off, but the customer called and complained.
The ring was a real mess when she brought it in, and she was in an hurry.
It looked good to me when I was done, but the customer is always right.
