Check the Powderhorn on Loop 410, between Highway 90 and Marbach Road. Generally a good supply of components. Also try Nagel's, on San Pedro and Recoleta, just south of Jackson Keller. Dark and crowded, but do have some components as well. Doubt you will find anything there, but Bass Pro at the Rim sometimes has powder. Run up IH 35 towards Austin, and you will hit Cabela's in Kyle. Crapshoot there. Many local shops don't handle reloading equipment and supplies.

Drury's Gun Shop in San Antonio is your best shot at finding a firearm. Bexar Community Shooting Range in Marion has the powder and primers. Nagel's is a good place to while away hours but unlikely to have anything of interest. Powder Horn not worth the gas to drive across the street. Bass Pro and Cabela's you might as well order off their websites. Texas still enforces the "adjacent states" law they passed to mirror the now repealed federal law, so bring copies of your local FFL's license with you.

Put McBride's Guns on your list if you come through Austin. Large stock of used everything.

He asked for reloading, powder specifically. Johnny dropped powder, and all reloading supplies several years back. Why I didn't mention him.
