What does H & I (as in sizing dies) mean?

Ideal identified all loading tools with letters. The "H" is the die body and the "I" is the push pin inside the die. Lyman used the system until shortly after WWII

it actually started with ideal ( long before lyman bought it ) and is much akin to the way the "qwerty" keyboard got named ( for those who didnt know q w e r t y are the first six letters on our keyboards from the upper left reading just as we would anything in print - had it been invented by a russian it may of well been "poiuyt") the artist who drew the picture for the diagram labeled the parts in alphabetical order , every thing else didnt stick as well as g,h, & i , i suppose that it's better than just using numbers to designate said parts ( as it may of gotten even more confusing lolz ) but they listed parts by number and then the letters
