This comes up from time to time and people with good intentions give incorrect advice.

First off the minimum age to purchase and possess a firearm is set by your state, FFL dealers excepted. In Kansas it is legal for anyone of any age to purchase a firearm with a barrel 12" or longer. One has to be 18 years or older to purchase a firearm with a barrel less than 12" in length. 21-6301. Criminal use of weapons. (a) Criminal use of weapons is knowingly: (7) selling, giving or otherwise transferring any firearm with a barrel less than 12 inches long to any person under 18 years of age whether the person knows or has reason to know the length of the barrel;

It is legal for a person under the age of 18 to possess a firearm with a barrel of 12" or less.(a)(14) possessing a firearm with a barrel less than 12 inches long by any person less than 18 years of age whether the person knows or has reason to know the length of the barrel.

(k) Subsection (a)(14) shall not apply if such person, less than 18 years of age, was:(1) In attendance at a hunter's safety course or a firearms safety course;(2) engaging in practice in the use of such firearm or target shooting at an established range authorized by the governing body of the jurisdiction in which such range is located;(3) engaging in an organized competition involving the use of such firearm, or participating in or practicing for a performance by an organization exempt from federal income tax pursuant to section 501(c)(3) of the internal revenue code of 1986 which uses firearms as a part of such performance;(4) hunting or trapping pursuant to a valid license issued to such person pursuant to article 9 of chapter 32 of the Kansas Statutes Annotated, and amendments thereto;(5) traveling with any such firearm in such person's possession being unloaded to or from any activity described in subsections (k)(1) through (k)(4), only if such firearm is secured, unloaded and outside the immediate access of such person;(6) on real property under the control of such person's parent, legal guardian or grandparent and who has the permission of such parent, legal guardian or grandparent to possess such firearm; or(7) at such person's residence and who, with the permission of such person's parent or legal guardian, possesses such firearm for the purpose of exercising the rights contained in K.S.A. 2013 Supp. 21-5222, 21-5223 or 21-5225, and amendments thereto.

Secondly it is legal for a person under the age of 21 to purchase handgun ammo if it is for a rifle or shotgun chamber insert.
Q: May a licensee sell interchangeable ammunition such as .22 cal. rimfire to a person less than 21 years old?Yes, provided the buyer is 18 years of age or older, and the dealer is satisfied that it is for use in a rifle. If the ammunition is intended for use in a handgun, the 21-year-old minimum age requirement is applicable.

And the law often is very different state to state sometimes even in County or city laws are different.

I believe that you must be 18 to purchase any firearm in Nv and 21 for any handgun. Ammo I'm not sure about the hand gun rule is similar to Ks.

Here's a real bomb shell . A person age 12 may with written permission possess a firearm in the hunting field on a shooting range and in transportation to and from such areas .
And ....
A person aged 14 with written permission may possess a hand gun ......blah blah as above. Wait there's more you may carry concealed while hunting w/o a permit .

Technically a 12 yo can carry a concealed hand gun legally....but only while hunting with a parent or otherwise legal guardian. But he or she can legally strap an AR with a couple of beta mags and an ammo can on their bicycle and go to the range with a note from mom.

All of which is in the hunting regulations , although different sections and portions are printed each year.

Kansas is very similar though it is 18 to open carry for defense while hunting and 21 (with license) to conceal carry for defense while hunting if I remember correctly. It would be perfectly legal for a person of any age with out parental permission to have in their possession a firearm (rifle, shotgun, or handgun) and transport it to a established range to practice with. Provided it is unloaded and not in immediate possession of the person.

Oh you mean like in Colorado & Washington where you can walk into a store and buy grass even though the federal prohibition is still valid there?

What you mean is that the fed really, really wants federal law to trump all others. They really do and they can get pretty cranky when it doesn't. But it doesn't always.

There was a discussion about states rights once, it was from 1861-1865 and between the north and the south the talk was with boolits. The south was right, but the Feds won.

North wasn't about to lose all that potential revenue from all that tobacco and cotton; not to mention all the valuable land and ports along the gulf.

Yes but both of my comments obey federal law. The first on the being 18 to buy a handgun is allow by 18 U.S. Code 922 (X) which states that a non federally licensed person can not sell, deliver, or transfer a handgun or handgun only ammunition to a person under the age of 18 except to stated exceptions. http://www.law.cornell.edu/uscode/text/18/922

My second comment I posted a link to the ATF's website which says an FFL dealer can sell handgun ammunition to a person under the age of 21 if the ammo can also be used in a rifle or shotgun.
