Who hands a family dog over to a shelter to be euthanized? A dog that in their own words "chased a bear away from them" no less. What is wrong with people?

I'm sure it would make someone a good dog. I don't have any use for Shepherds. I used to have yard chickens and every one I had any contact with was a chicken killer.
