My Dad gave me several boxes (sealed with 250 each), of Herters 38 caliber brass jackets. While Herters is out of buisness does anyone else make these?

IF those are actually copper or gilding metal, and are cups with fairly flat bottoms and 1/4" - 3/8" tall, they are half- or three-quarter jackets for pistol bullets, usually swaged with soft lead cores. C-H/4-D still has these, as do both Corbins, if you want to get into swaging. If not there are several of us who might be wiling to take them off your hands.
