From what I understand "nose flex" is what happens to the tip of the cherry as it cuts the mold. It flexes slightly causing the nose section of the mold to come out slightly undersized. This is usually fixed during the process of cutting the mold but those who powder coat boolits want the nose slightly small so that the added thickness of the powder coat will bring it up to the desired final size. Sizing boolits in a push through sizer does not size the nose, only the driving bands.

it's from the oscillation, and flex of the cherry when it's used to cut a mold larger than the "cherry" was designed to make.
it's just an anomaly of the CNC process, the feed speed, material being cut, and length [material] the cherry is made from.

think about removing material with several hundred oval shaped cutting processes, where the [carrot shaped]cutter continuously bounces off the face of the mold block.
