There are any number of black powder substitutes available to you; you can mail order them online.

Just a thought; I would try a small charge of fast-burning powder (i.e. Bullseye, red dot) then cover that with a mixture of powdered charcoal and sulfur. A wax plug on the case mouth would hold everything in. Might be worth a try.

For the 12 gauge you could possibly use a card wad and instead of shot use a fine black colored powder and some flour 50/50 to simulate the effect you seek......maybehaps?????????

Bp substitute or trail boss powder. Full case of trail boss won't be an over charge

As stated above, the Lee Mule Snot, aka Lee Liquid Alox, with a cast bullet makes for a lot of smoke!

you can simulate the blue/white smoke in a 12 ga by adding some powdered sugar on top of the powder. [on top of a tyvek disc to keep them separate]
then putting the cut [petal] wad on top of that and adding shot to the top and
re-crimping the case.
if you put the 'smoke' in the wad you won't see it for 6-10' past the muzzle.
if you don't have weight on top of the whole thing all you'll get is a poook sound and maybe launch the wad out the barrel.

the 0-6 would be a bit trickier but I think you might have to get creative with a wax plug in the neck and some powder poured down the barrel.
or simulate the cream of wheat fire forming type loads.
