I guys just wondering, how many thousands can you size a projectile down before it becomes compromised?

I appreciate there would be variables that determine the answer from projectile to projectile!

But say this projectile cast at .364" sized to .359"? (Normally I only need to size down by .002")

I sized down some 45's once to .430 and shot them in my 44 mag. It didn't have a very deep lub groove, but there was no leading either. Accuracy was so-so, might be ok for short range (25 yds) deer hunting.
You should be alright with what you want to do.

Do it. That isn't much at all really. That much sizing isn't a big deal at all for a Lee push thru sizer but I wouldn't want to do it on my star.

I have routinely sized 358-429 boolits down to .350 for use in my .349 Winchester. Makes for a great plinker--In fact these days I load more of these for use in my Model 71 than I do for use in my 38/357 revolvers. As has been mentioned a Lee type sizer works great, though I have done some in my Lymans by sizing down to .355 then to .350.
