Just to keep you up dated on what is happening.

ISRA Thursday Bulletin - December 5

EXECUTIVE DIRECTOR'S MESSAGE

On Tuesday December 3rd, both the Illinois House and Illinois Senate passed SB114, which is a trailer bill to the Illinois Concealed Carry Act HB0183. SB114 now awaits the Governor's signature. The purpose of a trailer bill is to correct errors or mistakes that were made in a previous bill. It was good that SB114 passed because it addressed issues that needed to be corrected in HB0183. I expect another trailer bill in the spring session to address other errors in HB0183. This is a usual procedure following almost all bills.

Having a debate on all bills is important because the intent of the legislation is clarified in the record. The preemption language was brought up on Tuesday in a question and answer session between Representative Brandon Phelps (D-Harrisburg) and Representative Ed Sullivan (R-Mundelein). This question and answer session made it clear that rules on Concealed Carry lay squarely with the State of Illinois; the City of Chicago, Cook County, and any other municipality are not to tamper with the Concealed Carry legislation. Exercises like Representative Phelps and Sullivan went through are critical to court cases brought against municipalities who may try to tamper with the Illinois Concealed Carry Act. Kudos to Representative Phelps and Representative Sullivan.

We are now working with the joint committee on Administrative Rules trying to be sure the rules which will be eventually adopted do not diminish our Right To Carry. The struggle is far from over but the ISRA is there representing you.

That is good news ! You get used to the worst coming out of Springfield and now we see things getting on the shade of better. If just once all the ILLinois conservatives would vote instead of crying the blues from their lawn chairs.

Bill,

You guys need to pull every string you have to get involved with the regulation making process. I managed
to get myself and a good friend on the Training Regs subcommittee of citizens that advised the AG's office
on the regs. We managed to get a really good set of training, testing and qualifying regs in place because
we had some knowledgeable folks willing to take time off of work to do this unthanked
and unpaid skut work that is really important.

We are now trying to clean up the loose (unreasonable) stuff that was left behind after most of the fighting was over.

As far as working with OUR state A G goes, Lisa Madigan did everything in her power to keep CCW OUT of Illinois.

The Illinois State Police will start accepting CCW applications 01-01-2014 for the first time EVER.

They will then have 90 days to approve and start issuing CCW permits to residents of the state.

Loose ends are things like reciprocity,training time,fees and many mre items just like most other states when they started issuing CCWs.

And here is another way you can help.

On December 3rd, the two chambers of the Illinois General Assembly concurred on a number of measures intended to fine tune fingerprint, training, and some administrative requirements under the concealed carry bill that was passed last summer. These important changes will make the law better and more user-friendly to law-abiding individuals who wish to apply for carry permits. We are hopeful that the Governor will sign these tweaks into law. However, you may wish to call Governor Quinn's office and politely ask that he sign SB114 into law.

Legislative action in Springfield isn't the only thing of recent note to Illinois gun owners. By now, many of you have probably seen news stories reporting that Chicago is enjoying the fewest number of murders since 1965. Those news items also report that shootings in the city are down 25% over 2012 with the overall crime rate being down about 15%.

A reasonable person would certainly wonder what is behind the improving crime picture in Chicago. Of course, there are probably as many suggestions as to why this phenomenon is occurring as there are politicians in the city. Personally, I have no idea what is behind the drop in crime. However, I do know it's not the result of gun control since the ISRA has been instrumental in shutting down the Chicago delegation's campaign to take your guns away from you. Thus, the 25% drop in shootings this year is not a result of licensing, registration, one gun a month, gun taxes, or assault weapons bans. What we see happening with Chicago's rate of violent crime points to what we have been saying for years. That is, it is not necessary to trample on the rights of law-abiding gun owners to reduce crime.

Please keep in mind that the 2014 edition of IGOLD will take place on March 5th, 2014. So mark your calendars and plan on attending this special event. The theme of the 2014 IGOLD is, "We're Not Going Away." That theme is very appropriate as many legislators believe that, now that concealed carry is law, gun owners will just fade into the woodwork. But, you and I know that is not the least bit true

1000s Won't be Able to Apply For Concealed Carry License

Due to Illinois State Police

Complicated Application Process

ISP Says Only Digital/Online ApplicationsTo Be Accepted!

1000s of Illinois citizens won't be able to apply for a concealed carry license, if the Illinois State Police proposed rules and regulations are approved by the Joint Committee on Administrative Rules on Dec. 17, 2013. ISP administrators say requiring electronic applications will make it easier for the ISP licensing division and will speed up the application process.

However, 1,000s of Illinois residents do not have computers and internet access, and even if they did, they do not have the technical knowledge to maneuver through the complicated process of creating a digital signature, or scanning and attaching the required documents and photo. The process also requires applicant to set up an online ePay account in order to pay the license fee online with a credit card. This requirement will make it impossible for people who do not use credit cards.

A great many people will be able to navigate the digital process just fine, but there must be a process made available for those without computers/internet/credit cards to fill out a paper application, put it in a paper envelope along with a paper check or money order, and mailed with a paper stamp.

Other problems with ISP's proposed rules:

1. Their definition of a state's carry law needing to be substantially similar to IL nearly rules out all carry licenses for out of state residents. The definition should be that the state preforms a background check, has a reasonable amount of training, and they prohibit people with a mental health problem that show a clear and present danger.

2. ISP goes beyond the law and requires non-law enforcement instructors to have a current carry license but exempts instructors who are law enforcement. The Firearm Concealed Carry Act requires all instructors to be treated equally.

3. ISP has changed the definition of law enforcement official to include only LEOs who are employed, which rules out auxiliary law enforcement officials.

Urge them to stand up for the 1000s of elderly and poor who will be denied the right to apply for a concealed carry license because they do not have the computer/internet resources to apply online for a license.

Urge them to fairly define "substantially similar" so your family and friends who live out of state can obtain a carry license in order to protect themselves while in IL.

Urge them to treat all instructors to the same requirements.

Urge them to treat auxilary officials the same as employed in regards to training requirements and other aspects of the Firearm Concealed Carry Act.

All I can say is wow. And this doesn't surprise me one bit. I have to fill out a one page form, hand them $40, go through the check which takes five minutes, wait another five for my laminated license to print and I'm good for five years. Not all counties in PA are like this. Some of them take the maximum amount of time to issue them. But it's all the same paper form and it must be submitted in person.

16 hours of training. $300.00

License fee for 5 years. $150.00

Choice of electronic fingerprints. $55.00 _

TOTAL $500.00+

Renewal will require further training and another $150.00 fee

All the while our next door neighbor sells their residents a LIFETIME one for $125.00 and 0 training required.
