Many of the loads, for many of the calibers do not have pressures published. Why?

Does this indicate the load was not actually shot, with an actual pressure recorded, but rather the powder load was theoretically figured out, and thus no pressures were published?

I always assumed those loads with no pressure data were fired in a gun and not a universal receiver with pressure capturing sensors. For instance, the data for 45 Colt says "Firearm used: Universal Receiver & Ruger Blackhawk". That's on page 198 of their Third Edition Pistol & Revolver Handbook and not the 49th edition of the larger manual, but I'd think the logic stands.
