Because one company controls most of the frame manufacture - for the world. Luxottica has contracts for exclusive distribution at most of the national chains that sell glasses too.

google "Lloyd's Hearing Aids". They been around since the 60s. Good product at a fair price. I bought a set of digitals from them with the remote control for just over $2K, local hearing shops all wanted $8K or more.
