Attachment size increased for all members.

Based on an evaluation of our current server platform I have increased the Allotted attachment size for all members.
NEW attachment sizes are below:

Regular Members:
OLD limit: 5MB
NEW limit: 10MB

TB Contributer Members:
OLD limit: 7MB
NEW limit: 15MB

TB Patron Members:
OLD limit: 10MB
NEW limit: 20MB

TB Sponsor Members:
OLD limit: 15MB
NEW limit: 25MB

Personally I choose to use a free outside picture hosting service to conserve bandwidth on the sites I choose to post on. Not sure how much it helps but with bandwidth costs every little bit can help.
