I have a chance to buy the above rifle, but I don't know what a fair price is. It has some bluing wear on the receiver, barrel bands, etc. Scratches on the stock, nothing to deep. The butt stock has a chipped off piece at the butt plate. The piece is still there as it is held on with tape. The safety (squeeze the lever) sometimes does not work and the hammer will drop when the lever is not squeezed. The serial # is 1337XXX. Is this pre or post 64?

Pre '64, by the serial number it was manufactured sometime between 1943-1949.

Put up some pictures, and how's the bore?

Another way to see if its pree 64 is to check the extractor On top of the bolt it usually has a little cutaway slot.

Has the owner given you a price or are you just wanting to give a fair offer.
My limited experience with pre '64's is that they are very collectible.
Prices go from pricey to staggering depending on condition.

Hereabouts a gun in the condition you describe would go for 400-550 US dollars. A clean one would go for nearly twice that, assuming it is a standard post-war pre-64 20 inch carbine. 26 inch barrel Rifles go for well over a grand, even ratty ones, with nice ones banging on 2,000 dollars.
