I have a load for my 45-70 using IMR3031 that works well, but wanted to try one that calls for IMR4198. All I have is H4198. I see that the burn rates are nearly identicle. Are these two powders pretty much interchangable?

No they are not, close but there is a difference in the burn rate. Go to the online Hodgon reloading data on your computer and you will be able to get your reloading data for both powders. I use IMR-4198 in several loads for my 45/70 powder and have found it to be very consistant in light to very heavy loads with great accuracy in three different 45/70 rifles.
