I have a Cooper mod 38 but its not a 221 that why I didn't say anything. Since you didn't get any help though I will mention that my mod 38 is a 22 ccm.
I pretty much only shoot boolits in it and it is very accurate. It did not do all that well when it was new because of the abrupt sharp edge at the rifling origin although it did real good with bullets. I had a reamer made with a 1* lead into the rifling and that made a big improvement. Now after a couple 1000 rounds through it seems to just keep getting better. It will at times give me 1/2" at 100 yard groups with boolits but I suspect that 1 1/2" would be closer to the truth for an average. It has a 1/14" twist and is # 508 so a very early Cooper rifle.

While I have not shot the Cooper 221 that dwells in my safe enough or recently, it is accuate by most anyone's standard. Easy one small hole at 100 if you do your part with good loads, at 50 you should be able to easily cover the group with a dime.

I plan on sticking to regular J bullets for my two Cooper 38's. No .17 cal lead bullets for my .17 Ackley Hornet and while I do cast .22 cal lead bullets the .218 Mashburn Bee Cooper will still get J bullets. I do shoot the lead .22 cals out of some of my .22 Hornets though, just not the Coopers.

Since ohiochuck was asking about the accuracy of cast in a Cooper my comments were about boolits only.
The 22 CCM could not be more perfectly suited to boolits.
I have little interest in what it will do with bullets although I was impressed with its performance with a small lot of Calhoon 52gn double hollow point bullets I tried when I first got the rifle. The factory target is a one hole group about .3"/.4" and used 52gn Sierra's.

Don't know about boolits but my CZ will put hornady 40 grain V-maxs into groups that could be covered by a dime at 100 using RE-7.

I've done some limited testing with my Rem 700 VLSF in 221 Fireball with the Lyman 225414 boolit and so far WW680 shows some promise. These are only 5 shot groups @ 50 yards........

My son used a 221, but not a Cooper in the 22 only postal match that is still ongoing at the competition and get together forum. His results as well as load data are posted there if you would care to look. I think his score average was somewhere in the .7s
