In the Socialist Republic of Illinois we have to sign for it also. Have to show a FOID (Firearms official ID) and sign a book from the supplier. For Smokeless or BP Subs we have to show our FOID card no signing of a book......... Yet!

Can you buy it mail order in California from elsewhere? I believe you can have up to 50 lbs shipped to your house in areas.

The local shop said some number on the container is log in the books as to who it is sold to
Said basically is is registered like a firearm and we can only buy 5 lb. at a time.
Needless to say I went elsewhere and bought Pyrodex P

I get mine in IN and they don't ask for anything. The only restriction is they won't allow over 50lbs in any single vehicle or sale.
Personally I never had any luck with Pyro and it is a lot more expensive than good BP.

Buy at local gun shop, only thing they ask for is my hard earned cash. Could buy mail order but would rather support local shop. If I go in and buy a pound or two every couple of months maybe they will endure the record keeping requirements to meet customer demand.

It all goes back to your local and State Laws. In Louisiana for a dealer in BP sales he has to show positive ID for each person he sells the BP to. We have the Goex plant in North Louisiana where people from this state work. We are allowed to only purchase 5 pounds at a time but if you are with me and from say Texas or Mississippi you may buy up to 50 lbs. Very crazy. We tried to have the State Police change the opposition so that we would fall into Federal guidelines but they refused. They have never had a Louisiana resident do anything bad with BP but that matters not to them. It is also one of the reasons that local shops will not go through the steps to have a permit to sell it.
