Reforming tools

I was wondering, what do the tools like Paco Kelly's and the one Jeff made do? I know that they reform the bullet, but why?

They have two functions:

1) They swage all the bullets to a uniform diameter. I have some Remington Thunderbolt ammo that varies in diameter from .223 to .2245 and is horrible accuracy wise. The die bumps all the bullets the same.

2) It allows a change in nose profile. RN to FN or HP.

They also allow you to size them to the bullet diameter that best suits your gun.
